Yugoslav Railways purchased in 1960 a new series of diesel-electric locomotives manufactured by General Motors Company of USA, with the original mark EMD G16. The first twenty units, popularly called »Kennedies«, arrived to Split harbour in February 1960. Subsequent units were delivered by beginning of 1961: nos. 021 to 027 were assigned to Knin Railway Depot, and units 101 to 106 to Zagreb depot. The diesel-electric locomotives of the type are furnished with a pair of bogies which can be three-axle with three traction motors (Co) or three-axle with two traction motors (A1A), the latter only with the 2044 series.

In 1963, the first reconstruction of the original monoblocks took place on the unit 661-017 (the present 2061-026) of Knin Railway Depot. The wheels were modified to apply the bandages. Regular repairs of the series began in 1979. The first unit to be received for general repair was no. 661-020 on 1979/07/26. A bit later, in October 1979, began the installation of auto-stop devices produced by SEL. Electronic devices for bandage oiling and Hasler tachometers of the type RT-9 and A-16 were also built in. Another modifications were inaugurated from 1980 on, such as: reconstruction of the air conduit of the main container, modification of water cooler, adjustment of crankshaft of the diesel-motor, rewinding of electric motors etc. In 1986 there was a study developed concerning installation of electric heating. This was applied to the new series 646 (HZ 2043), which was initiated in 1991.
