It would appear that this vehicle has had it's boiler removed and was being used purely as a brake vehicle, hence why it is marked 'Restricted - 30mph'.

A sight now sadly gone from the Irish railways - mail being transported
by train. This picture was taken at Galway. The two stone buildings on the right are the engine sheds for the long gone Cliften branch of which a few yards remain nearby. (July 1993).
