The smaller, lower platforms are for service purposes only. While such arrangement is pretty common in Germany, Lyon-Part Dieu is the only French station built to such standards, along with Metz-Ville (yet built in Reichsland times). Now that traditional luggage accommodation has gone, these service platforms are little used. Yet, they appreciably improve angles for photographers :-)
