The locomotive is waiting for the night Talgo train from Zurich and Milano to Barcelona. Port Bou is a border station with France, and the Talgo will cross from the European standard gauge to Iberian broad gauge here. This locomotive will then haul the train on the final part of it's journey to Barcelona.
