The number is not according to UIC 438 - it is a "VdM inventory number" where VdM = Verzeichnis der maschinentechnischen und elektrotechnischen Anlagen (index of machine-technical and electrotechnical facilities). 97 = Start of all VdM numbers (UIC 438-4 would be 99)
17 50 = freely assigned digits
0 = machine owned by DB AG which can be used on its own
32 = counting number
1 = can drive on tracks as a heavy vehicle (axle load more than 3.5 t - can operate rail contacts), speed more than 50 km/h
8 = can be included in trains at speeds of 90 km/h or more
9 = check digit

There is also other useful data such as weight, maximum pulled load, brake weights, revisions, speeds at different gradients.
