There is a lack of ICE-emus and IC-consists, caused by construction mistakes (use of wrong sort of steel for ICE-axles) and bad maintenance by DBAG (axles, air condition). So DB Fernverkehr uses some Siemens Eurorsprinter and classifies it as class 117.
