(class 403, ICE 787 "Karl Adam"). You can see the "spoiler" 
installed to improve aerodynamics when the pantograph is lowered.
When coupling two ICE 3 sets together, the first pantograph of the
first unit and the second pantograph of the second unit is raised,
so that the distance between two raised pantographs is maximized,
to avoid contact problems on the second pantograph.
