"Metro" doesn't automatically mean "underground". In Ottakring, the western terminus of Vienna's U3, the tracks are ending on the second floor inside a block of flats. The building was erected around the shunting tracks of the metro station. For reasons of noise reduction there's no physical connection between Tracks and building.
