These cars are based on the UIC-Z type, but just like the Bmz 21-70 500ff. series they have conventional heating/ventilation and half-openable windows instead of air-conditioning.
The 82-70 series are the ÖBB's only half-luggage cars with compartments in the 2nd class part. All the others have an open room.
